PRISMA - Gender-Based Violence (GBV) Expert Consultant
Project Overview and Role:
Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA) is a multi-year development program working to accelerate poverty reduction through inclusive economic growth. PRISMA adopts a market systems development approach by partnering with key stakeholders to improve agriculture market efficiency and sustainably benefit the poor. The program aims to achieve an income increase for a total of 1,000,000 smallholder farming households by 2023. It operates in six provinces of Central Java, East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), West Papua, and Papua.
One of PRISMA’s strategic aims is to contribute to addressing food security and poverty by making rural markets more inclusive and resilient. PRISMA does this by partnering with businesses and the government to remove market barriers and introduce product and production innovations.
A key obstacle to achieving an agriculture market system that is inclusive and beneficial for women, is the existence of gender-based violence (GBV). The negative impact of GBV can harm individuals and, in the broader scope, can also diminish agricultural productivity and undermine market competitiveness, stability, and resilience.
PRISMA takes measures to minimise the risk of GBV in designing and implementing of its interventions with the private sector agribusinesses. Additionally, PRISMA closely monitors any signs or incidents of GBV by asking proxy questions to both men and women in farming households through regular impact assessments. So far, PRISMA has not found any specific indication of GBV as a result of PRISMA’s interventions.
PRISMA acknowledges global findings that a positive impact on economic empowerment reduces the possibilities of GBV in agricultural households. This is consistent with PRISMA’s assessment findings which show men within farming households are supportive of the women’s involvement and pleased with the economic benefits that women enjoy, which further reduces the GBV risks. In addition, the majority of PRISMA interventions give women more access to valuable agricultural skills and knowledge, leading to better household decision-making and increased income, which also reduces the probability of GBV. The innovations introduced by PRISMA's partners are not intended to alter women's existing roles in agriculture or household activities but rather improve their skills and knowledge of their existing roles in agriculture. As a result, PRISMA has not observed any resistance from men or other members of the household or community thus far on its interventions which primarily focus on improving access to quality inputs, service and skill.
At the same time, PRISMA also acknowledges the importance of being alert to potential risks that may arise for women. In line with the recommendations of a recently concluded Independent Strategic Review, PRISMA is committed to enhancing its understanding of GBV in the agricultural context, improving its capacity to identify signs of GBV risks, and responding appropriately if the risk is found, which may include engaging partners to mitigate or address the issue. PRISMA also plans to transfer similar knowledge to its private sector partners who are willing to go beyond their responsible business practices.
Primary Duties and Responsibilities:
The GBV expert will support PRISMA and its selected partners to improve understanding and practices in identifying and responding to GBV risks which may take place due to PRISMA’s interventions. As part of this initiative, the expert will also support developing a guideline, to be used for future reference, on good practices of identifying, understanding, and responding to GBV risks for women involved in agriculture.
The GBV expert is expected to deliver areas of work as outlined below:
- Develop a background paper on the current GBV context in agriculture in Indonesia.
- Develop a guideline for good practices in capturing GBV risks on the field and respond or communicate the risk to partners and other important stakeholders.
- Conduct a one-day capacity-building event for selected PRISMA staff to socialise the guideline.
- Conduct training for selected partners of PRISMA.
- Be available to respond to any GBV incident that PRISMA or its partners may observe in the field.
Required Qualifications:
The consultant must have:
- Extensive professional experience in GBV prevention and response.
- Solid understanding of Indonesia’s agriculture system and agribusiness context.
- Substantial experience in developing guidelines, capacity building, and producing reports or publications, especially on women’s economic empowerment and gender inclusion.
- Knowledge and experience in approaching and communicating with both women and men farmers to identify challenges or gaps related to gender.
- Strong ability to lead and facilitate complex discussions and arrive at conclusions.
- Ability to translate strategic thinking and innovative ideas into practical operational recommendations.
Desirables criteria:
- Have proven experience in working with GBV prevention and response projects in Indonesia’s agriculture context.
- Have experience in collaborating or engaging private sectors to address gender issues.
Indicative Timeline:
The work for the GBV expert will begin on 15 September 2023 and end on 15 December 2023.
