BACKGROUND
The Global Water Partnership (GWP) is a multi-stakeholder platform and an action network, supported by a global secretariat that was established as an intergovernmental organization to support countries in their efforts to implement a more equitable and sustainable management of their water resources. The GWP network spans 13 regions with more 60 country water partnerships and over 3,000 institutional Partners in 180+ countries. More information: www.gwp.org.
GWP’s 2020-2025 Strategy focuses on achieving significant progress on Mobilising for a Water Secure World, through three anchor themes: Water Solutions for the SDGs, Climate-Resilient Development and Transboundary Cooperation; as well as through three crosscutting areas: Engaging the Private Sector, Contributing to Gender Equality and Mobilising Youth for Water Resources Management. It lays out ambitious targets in line with global and regional policy frameworks, to generate leadership focus, progress measurement, development of partner action, and potential for financing.
GWP is actively involved in global and regional processes and in setting frameworks for policies to realise its vision of a water secure world. Further, GWP supports countries to advance the governance and management of water resources for sustainable and equitable development. The Global Water Partnership Strategy 2020-2025 identifies GWP’s unique value of mobilising action on the global water crisis through a unique combination of social, capital, shared values, credibility within the global water community, bottom-up orientation, and expertise.
Each of GWP’s Regional Water Partnerships and Country Water Partnerships has the expectation and autonomy to lead the fundraising within their respective region and countries, in coordination with GWP’s Global Development Unit, based out of the GWP Secretariat in Stockholm.
The Pan Asia Region consists of four Regional Water Partnership (Southeast Asia, South Asia, the Caucasus and Central Asia and China) and 24 Country Water Partnerships shows in Table 1.

SCOPE OF POSITION
The proposal writer will focus on fundraising and resource mobilization activity for GWP within the Pan Asia region. The proposal writer’s overall role is to support mobilization of funding commitments from multiple funding sources, including traditional and non-traditional donors, the private sector, development banks and philanthropic organisations, among others. When significant opportunities also exist at the national, sub-national or transboundary levels, the proposal writer should also pursue their scoping, programme and partnership development and fundraising, in close collaboration with the relevant Country Water Partnerships (CWPs).
The proposal writer will report to and be supervised by the four RWP Coordinators in Asia. Proposal writer should also work closely with the Global SDG coordinator, Senior Network Officers of Asia regions and should ensure coordination with the Global Development team in GWPO Secretariat in Stockholm, Sweden. Furthermore, the proposal writer will be hired and will work in tandem with a Senior RM Expert, as a consultant, as a two-person RM team.
TASK AND RESPONSIBILITIES
- Based on the Development Aid listing of calls-for-proposal, which is shared with regional teams, as well as other information sources and spontaneous opportunities, identify existing opportunities for resource mobilization (at whatever level available: sub-national, country, regional or continent scale) and inform relevant RWPs and CWPs
- Develop and draft proposals or concept notes (includes applying for existing calls for proposals), in close coordination with regional coordinators.
- Produce supporting materials as needed to support the proposals or concept notes, such as PowerPoints, project briefs, pitches and others.
- Regularly report and provide updates on the resource mobilization activities during monthly coordination meetings with Regional Coordinators in Pan Asia and Global team
- (Jointly with the Senior RM Expert) Provide structured feedback and recommendations on how best to effectively coordinate such resource mobilisation opportunities across the multiple levels.
OUTPUTS, BUDGET AND DELIVERABLES
Develop at least 4 proposals / concept notes that are agreed upon by the relevant region(s) and submitted to request funding.
Total contract amount for the proposal writer is 7,500 euro from August to December 2023 with deliverable as follows:
- Minutes of meeting for each of Regular Pan Asia monthly coordination meetings
- Identify call for proposals and share regularly to Regional Coordinators, follow up by coordination with Regional Coordinators through Pan Asia monthly meeting
- Drafting 3 to 4 proposals (at whatever level available: sub-national, country, regional or continent scale)
- Submission of proposals
PROFILE QUALIFICATION
- Mid-level position, with a minimum 5 years' experience in fundraising and/or resource mobilization activities (with at least 2 successful examples of resource mobilization)
- Familiar with the rules and procedures of the major potential donors, know-how and experiences of successful funding application (or management)
- Have good skills and capacity in proposal writing
- Excellent proficiency in English and communication skill
- Good knowledge on water-related and environment issues
- Good understanding of the context of countries in the Pan Asia or in subregion (Southeast Asia/ South Asia/ Central Asia/China)
